If you are taking about setting up a windows server OS, then you need to get help. This is not for the novice.
If you are talking about something like windows networking (as in XP or Vista), then look through about.com or howstuffworks.com or search for xp networking setup.
If you are talking about a windows hosting environment like for a website, then you just need to know what kind of scripting languages you need to learn. There are some good (basic) tutorials on w3schools.com
